At the time of Kaigi’s passing, the truck was parked in the middle of the road cutting off traffic from both ends, affecting mostly traders who were early on Tuesday morning transporting goods to Kampala.

Traffic Police failed to get tow trucks to move the truck after the operators they contacted declined in fear that the tanker might catch fire and explode in the process.
